If he was a Spy... how could that be applied to what he's doing now? If it was for a government he is currently dealing with... perhaps he gets that +3 for CHA checks. But if it was for another government than the one he is currently in... that +3 doesn't get to apply. Which makes more sense than just having a universal ability to "Bluff" anyone and everyone.</p></blockquote><p></p>
