You can also cast a 1-action spell, cast a 1 action spell, and move your speed... right?

Actually you're right. You get:

Normal Full Round Action
Partial Action from Haste

Expand the Full Round action to Standard action + Move-equivalent. So..

Cast (standard action)
Move your movement rate (M-E action)
Cast (partial action

Haste doesn't cheapen quicken, it makes it even scarier.
And of course haste is still the best spell to quicken.
I'm not disputing the fact that with quicken you can cast three spells but since an extra partial is almost indistinquishable from a free action it means you can use the extra partial for all the high level spells and only quicken the lower level ones.

Also Haste is most definitly not the best spell to quicken. It's only better to quicken than any spell of greater level, but if you opening spell selection is shield, haste, and displacement then you should definitely quicken shield and not haste. Because you get EXACTLY the same effect at a lower total spell level cost, and that is why it's out of whack.
