Does the following wording for Heighten Spell metamagic feat...
"The heightened spell is as difficult to prepare and cast as a spell of its effective level."
...mean that for a spontaneous caster, there is no increased duration for casting the metamagic'd spell?

No. That text about heightened spell refers to how difficult it is to cast when dealing with things like concentration checks because you're trying to cast defensively or because you're casting on a running horse. That's the general text about heighten spell for all casters and there's nothing in it to suggest that the specific rule about sorcerers (and other spontaneous casters) and their own challenges with metamagic feats are overruled.
