Hellish Rebuke: One damage roll or two?

Hellish Rebuke hits for 1d6 + Con fire damage, and then if you take damage, "the target takes an extra 1d6 + Constitution modifier fire damage." Dire Radiance has similar wording.

Do you add your implement enhancement bonus, etc. again to the extra damage? The two chunks of damage will happen at different times, so I'd think they'd be two separate damage rolls with full modifiers to each. However, "extra damage" is a defined game term. Its definition doesn't say anything about not counting as a separate damage roll, but most extra damage doesn't (sneak attack, etc.).

What defines whether a bunch of damage dice count as one damage roll or separate damage rolls? If the damage all happens at the same time? Or is there some other way to decide?

Two damage rolls. Timing isn't important, just that it actually be two damage instances. For instance, Stone-Splitting Roar:
Hit: 2[W] + Strength modifier damage. You then howl in a blast 3 that includes the target. Each enemy in the blast takes 2d6 thunder damage and grants combat advantage until the end of your next turn.

That's two damage rolls from the same power, in the same hit. Add everything twice.

If you pick up all the dice and add them up, that's one damage roll. If you pick them up, add them up, and then pick up another set, and add those up, it's a different damage roll.

How many times are you rolling damage? Two? It's two damage rolls.
