Help! Low on time, need three villains built!

This is an unusual request, but the climactic adventure of my campaign is at hand, and I don't have the time I'd want to build three custom NPCs (as opposed to the literal armies of grunts besieging the characters' village, who are just straight from the Monster Manual).

Specifically, I need a level 6 kobold rogue/assassin, a level 8 human transmuter with a quasit familiar and a level 9 half-green dragon kobold fighter. These all need to be straight from the core books/SRD, but as nasty as possible within those bounds. All have the gear appropriate for their levels as if they were PCs (since these are marquee special characters).

Is anyone available to build a few amazingly nasty NPCs? You'd have my unlimited thanks.

You probably want to use the Races of the Dragon web enhancement for this, as it gives kobolds some special abilities.

The Rogue/Assassin shouldn't be too difficult to build (suggestion: Rogue 5/Assassin 1). Remember to prioritize intelligence for the save DC and grab some DC boosting items like an Assassin's Dagger.

The level 8 wizard is likewise relatively straightforward (hint: pick Polymorph, Haste, and so forth) and could probably make the kobold fighter more viable. Give him 4 spells of each spell level above first, and 6 first level spells if you want to be strict about him having the right spells; that's roughly what he should have gotten from leveling up.

The best advice I can give for the fighter to have it use a polearm (say, guisarme) and trip people. Good feats for this might be Power Attack, Combat Reflexes, Combat Expertise, Improved Trip, Knock Down, and Stand Still. Remember that you can use your natural weapons after a full attack (as long as you aren't holding something in your clawed hands, for example). This gives you an extra attack per round via the bite.
