Help me convert a magic item. (My players stay out.)

I want to bring the old Rod of Beguiling to 3.5 edition rules set.

Here's a description of how it was in 2nd ed.:

This rod enables its posessor to radiate and emotional and mental wave of fellow feeling to all creatures with any Intelligence (INT 1 or higher) whatsoever. The rod causes all such creatures within a 20 foot radius of the device to regard the wielder as their comrade, friend, or mentor (no saving throw).

The beguiled creatures will love and respect the rod wielder. They will listen, trust and obey him, insofar as communication is possible and instructions given don't consign the beguiled to needless injury or destruction or go against thier nature or alignment. Each charge of the Rod beguiles for one turn. It can be recharged.

Any ideas or thoughts on conversion / updating this bad boy?

Here is a quick attempt to get things started ...

Beguiling: This rod enables its posessor to radiate and emotional and mental wave of fellow feeling to all creatures with any Intelligence (INT 1 or higher) whatsoever. The rod causes all such creatures within a 20-foot radius spread of the device to regard the wielder as their comrade, friend, or mentor (no saving throw) as if affected by a charm monster spell. No more than 30HD of creatures can be beguiled by any one use. If more HD are within the area, the closest to the rod are affected first until it can no longer affect any more HD worth of creatures. Each use expends one charge. A rod of beguiling has 50 charges when created. Each charge of the rod beguiles for one minute.
Strong enchantment; CL 15th; Craft Rod, mass charm monster; Price 108,000 gp.

((SL 8 * CL 15 * 1,800 for command word * .5 for charged item = 108,000 gp.))

Truthfully, it isn't too much different from what a wand of mass charm monster would be.

Err, that whole "no saving throw" bit makes this item a heck of a lot more powerful than a wand of mass charm monster would be (if such a thing even existed).

I'd put a saving throw in.
 

At the very least, a no saving throw version should include as a prereq at least one other spell that has no saving throw, like Otto's irresistible dance or Power Word Something or another.
