To be honest, I hate planned capture encounters because they simply don't ring true. It's just downright silly that this Thaxos character would ever not plans things appropriately. The targeted PC would therefore be caught alone and during a period where weapons and armor aren't easily available. Unfortunately, if Thaxos is even half as good as your cut scene makes him out to be, then the game will suck. The players will bitch and moan about the unwinnable DM ambush. So, you just gotta ignore what really should happen and instead attack the PC in strength, while he has his weapons, armor, and allies. Thaxos should spend a fraction of his pay to hire several waves of "minions" (encounters) to soften up the PCs, sending them in one after another so that the PCs don't get to take short rests. Only after they've expended their encounter powers, especially healing, should Thaxos actually attack. All waves are told to target Tor such that he is the most softened up. Thaxos and his dog do the same and as soon as Tor drops, Thaxos has some item that let's him teleport away, or perhaps the dog has a power that let's them grab the pray and skedaddle. As to location, that depends on WHEN in your world it will happen. Thaxos will find them, but not attack immediately. He'll need to plan it. So, whereabouts will the PCs be when this happens? A town? Off adventuring somewhere? How good is Thaxos? Can he get Tor framed and thrown in jail? If so, the other "heroes" might not want to fight the town guard and therefore would let him get put in jail, expecting to be able to straighten things out quickly. Thaxos, on the other hand, "rescues" the PC, who is now conveniently unarmed and unarmored, and easily man-handles him to Florin.
