(Psi)SeveredHead How will Falmon be encountered? Springing an ambush with a small group of elven assassins? I ask because he doesn't have any special ways to get combat advantage (besides First Strike) so he'd need to rely on flanking or stealth to get it. If you want to stick with the combat advantage damage, I'd consider a minor action close burst "mind blast" 1/round which, on a hit, causes enemies hit to grant CA and ends any ongoing powers/sustained effects they have. What if Shadow Body required recharging and was a move action? You could have it recharge when Falmon kills, or scores a critical hit, or even when he bloodied an enemy. This has an added plot element that if the PCs learn of this elven tribe's "blood magic" they can gain clues about where Falmon has been or recognize where he phased thru a wall by the nearby dead slave or the smear of blood against the wall. At-will phasing is very powerful for an assassin, so this twist might help the PCs not be totally vulnerable. Knife to the Soul looks fine to me since it's only recharges once and you've included a way to counter its effects. Overall it looks like a flavorful villain! However I think he could use a bit more emphasis on the "lurker". Maybe to explain why he hasn't drawn much attention you could give him a "Face in the Crowd" psionic power which allows him to blend in with a crowd of people argue end if his turn provided he makes no attacks that turn. Could make for a fun side challenge figuring out where he is, or how to orchestrate the fight so there aren't bystanders he can blend in with.
