HELP! Need 4 L14-15 Liches in 3 hours

Plot Line For Clarifications Sake (although if its all you got, a set of stats to be tweaked to fit is far better than none at all) : A long time ago, the PCs killed a big bad ancient necromancer. They are currently opposing a criminal guild of vampires. These vampires kidnapped their patron's daughter and are going to make the PCs kill some of the vampires' rivals to get her back. These liches are those rivals, and they have vampire-specific countermeasures that will require the vamps have someone else deal with them. Why would I use a cliched plotline and throwaway liches? Because thats not really what's going on. They will have to put the liches' phylacteries in certain places in that necromancers old base in order to get her back, inadvertently "changing the batteries" on an ancient and powerful undead-creating eldritch machine, which is the vampires' actual goal.
