Let me clarify what I meant by non-empathic. It's not that he doesn't feel bad once he figures out that someone is hurting. It's that he has to figure out that someone is hurting. He's oblivious out of the fact that he fails to make those connections, not out of not caring. He'd be equally bad at figuring out that someone was happy if he himself was not. This sounds a little weird, because most people pick up on the emotions of others automatically. We've been training since birth to pick up subtle cues to the emotional state of others, and most of us run what we say through a filter before we say it that tells of it it would be hurtful or inappropriate. But doesn't anyone else know someone who seems to be missing that filter? Someone who says things that are needlessly hurtful or wildly inappropriate, and doesn't seem to realize that it was problematic until after the fact (usually when the rest of the room is busy picking up their jaws). They also tend to project their own emotional state on others, but when presented with overwhelming evidence of emotion in someone else, they tend to internalize that emotion. Doesn't make them a bad person, a bad person would know how hurtful the comments were going to be and make them anyway. It's a combination of lacking observational skills (wisdom based- Spot, Listen, etc) and lacking real-world associative connections (wisdom based- Sense Motive, Innuendo, etc.) At any rate, this would present as impulsiveness and lack of emotional control in many cases. If someone else got really angry, he would also get really angry, even if he didn't have a reason to get that way. This is where the description of the terms falls apart, actually. All of the skills that make you capable of determining the right response in a social situation are lumped in with Wisdom. All the skills that determine your ability to deliver the response well are under Charisma.
