What kind of rogue do you want? locks and traps guy, acrobat guy, sneaky scout guy, charm your pants off con artist guy, indy jones find and decipher strange stuff guy, two-weapon fighting combat guy, etc.? In general, put the 2 18s in Dex and Int (you only have light armor, and you can never have too many skill points). Put the 14 in Chr unless you are going for the charm the pants off guy. Then make the choice between human (extra feat, even more skill points) and some race that gives you a dex bonus (halfling even gives you a size bonus as well, for example)). What books are you allowed to use? Anyhow, you might want to try straight rogue (maximize your skill points, get those rogue special abilities). If you are the goto skills guy and others have filled the combat niches, you could try something like: Human, max out: Hide/MS/Spot/Listen, Search/DD/OL, Tumble, UMD, Bluff/Sense Motive, Balance, and Sleight of Hand. Get that Rogue ability at 10th that lets you take 10 on 7 of your skills (Tumble, Bluff, Sleight of Hand, Search, DD, Balance, OL) even when distracted, threatened, in combat, etc.. Improve Dex at 4th and 8th (and 12th, I guess), try for a mithral chain shirt (easy to get at 12th I imagine), goggles of darkvision (or belt of dwarvenkind), & a sword of subtlety. For feats, I would recommend: Staggering Strike at 9th (from Complete Adventurer), Quick Reconnoiter at 3rd (same book), Improved Diversion at 1st (same book), Combat Expertise at 1st, Imrpoved Feint at 6th, and Combat Acrobat (from PHB II) at 12th. I would recommend substituting in the Rogue Alternate ability Disruptive Attack (replaces Improved Uncanny Dodge) from PHB II, so you have something to do vs. undead and constructs and those with heavy fortification, and maybe spell sense for trap sense (from Complete Mage, require a skill point in Knowledge (Arcana), but you have skill points to spare)). Hope this helps.
