The Domain you're thinking of is "Undead", and is found in Dragon #312, the "Dark Power" special issue. I remembered because it also had three Necromancer variants and new Feats for Necromancers as well.
The Undead Domain is for clerics with a focus on Necromancy: where the Death domain focuses on life and death, Undead focuses on creating and controlling undead creatures.
Granted Powers: +2 Competence bonus on your turning checks to turn or rebuke undead.
