help to decide hazard lvl

Hello, I have made an dungeon and in final encounter I would like to use my version of red dragon (lvl 7 solo) regarding abilities. I have only change its look and that it does necrotic damage instead of fire. To spice an encounter more I would like an special kind of fog where is his lair (he is immune) that does (this fog does not cover whole encounter area): Desperading fog: lvl ?? hazard Any creature starting it's turn in the fog is dazzed. My group consist's of 4 people so I think that such encounter will be suitable for them. What level would be OK for such a hazad ? I assume that in fight will dragon use it primary to avoid flanking because he would be forced to fight outside of it.

Auto-daze is pretty potent and may not be much fun for your players, especially if the monster has a way to force them into the hazard (forced movement, constricting terrain, etc).

What I would instead do is give the hazard an attack, perhaps +X vs FORT or +X vs. WILL. If successful, the target is Dazed (Save Ends). Using an attack increases tension because players can take a risk (moving into the hazard) and know there's a chance it might pay off.

Another variant could be on a hit:
Low Standard Damage Expression + Slow (Save Ends)
First Failed Save: Dazed (Save Ends)

The value that you use for X will determine the level of the trap per the DM's toolkit.

You could also use an Endurance check to resist the effects.

Just wanted to add that if the players try to hold their breath or take some other precaution as they enter the fog, you would allow the Endurance check (DC = Fortitude of trap).

Pick the level you want the trap to be, and determine its attack and defense bonuses. You could also give it hit points and allow close and ranged area attacks to slowly destroy the fog.
