Vow of Poverty and the stat-boosting magic is kind of silly. Waiting until you hit 18th level and could afford the tomes for real and then taking vow of poverty should work, but the real problem is trying to model a dynamic ability (Vow of Poverty having a different impact depending on when you take it) with a character made at one point in time. Really, 9 extra Vow of Poverty exalted feats are pretty worthless when you already can get 6 of them. This is like retroactive int bonus, only it actually matters for the character. The “I have permanent magic cast on me” aspect of Vow of Poverty probably violates the spirit of the law, as Vow of Poverty is meant to replace your magic items and a permanent spell is pretty similar to a magic item. On the other hand, I don’t remember any rule about “you can’t have permanent spells cast on you.” So your VoP character could get a wish cast on his as a reward. If you are trying to optimize a character, skip VoP entirely. At epic levels character wealth is absolutely ridiculous. With that in mind, getting +5 to all stats still leaves Vow of Poverty lacking. +10 “Armor” may technically be “worth” +1,000k gp, but when you only have +3 natural armor you could go +8 Armor and +5 Natural Armor for a bargain 115k gp. I played a VoP Monk through level 17 and at that point VoP’s marginal benefits become worthless next to the 100+k gp other party members get each level. Personally, if I were a 30th level Monk I’d spend my 10000000 gp on a lot of items of flame-extinguishing.
