First, I drew a map of my world using Campaign Cartographer. It was just one kingdom in a much larger world.
Then, what I did was draw a family tree which included the royal family, a handful of noble families, and all their connections through blood and marriage.
And then, I already had a at least two score NPCs who all had motivations to conspire against each other and my first adventure was born!!!
