Is there an interested party, be it mortal or exarch or demigod, who enlightens them?As for naming the city, think about the racial mix of the population and the geography of the area. Also, I don't know if you like to be Dickensian or Rowlingesque in your naming (that is, to have meaning or historical allusion or euphonious considerations factor in your choices); if you do, let those considerations give you some guidance.
