Heroes of High Favor: Dwarves

In the Heroes Heroes of High Favor: Dwarves there is the Refined Skill Focus feat, providing +3 to any one skill or +2 to two skills, or grants two ranks in one skill.

So does this sound like to you if someone took it and got 2 ranks in a skill, they could enter a prestige class earlier. Is this anyone else's interpretation?

Your max ranks in a class skill is still level+3. I interpreted that as just two more skill points you can spend in any legal way you want.
 

Sounds like it to me! Not necessarily such a bad thing, but there are probably some fringe cases where it could be abused, like most feats.

It's even better if it's a cross-class skill, in which case the Feat is the equivalent of four skill points, and your max rank is (level+3)/2.

For example, let's say I need 6 ranks of Perform for a PrC. I took one level of Rogue at level 1, taking 4 ranks. From then on I go Wizard. At level 3 I take this Feat, put two more ranks (even though it's now a cross-class skill, the max is still level+3), and there.
 



well, if you look at the prestige classes "Illithid Savant" from the SS book you'll find he has the ability to get BONUS and ABOVE his own ranks in skills *e.g. level 5, but has 16 ranks in perform*. The only 'problem' is that he can't spend his own ranks into those skills.
