High level 3e magic item purchasing... when does enough become too much?

I can judge whether or not the <em>staff of righteous wuss-smacking</em> is too powerful or not; it's the combination of the <em>wand of mighty pectorals, orb of lung bursting </em> and <em>scarab of cowering</em> on PCs who have bought them to shore up their defenses.
