If 4e is going for an encounter based system, I hope they do some things to make lower level powers relevant. BO9S allows you to upgrade powers, but your always going to want to use your big guns for every fight. What I wouldn't mind seeing is that as you increase in level, your earlier powers get faster.
For example, maybe the fighter has a first level "power" that lets him add +1d6 points of damage as a standard action. When he gets 2nd level powers perhaps he can use this power as a 2nd level one, but now its a swift action.
Basically its similar to metamagic feats that everyone can do. As you get higher levels, you can stack on combos of a few different powers and so forth.
