House Rule

Hi, y'all,

I'm about to restart a campaign as DM and I'm thinking of implementing the following houserule:

Multiple Second Wind: You may use SW as many times as you want in an encounter. However, it costs two healing surges after using your PC uses his/her initial one.

Multiple Encounter/Daily Power: By sacrificing healing surges, you may use encounter and daily powers after they've been spent. To use an encounter power again costs one healing surge while a daily power costs two to use again that day.

Opinions?

I'd assume that these would just make the characters blow their load in the first encounter and then need to take a nap.

Plus the power boost from that second rule would allow them to take on things way above their level, no?

Maybe you should try melding these with one of the other Action Point variants floating around? Like maybe an action point every encounter, 2 action points to use an encounter power again (including second wind) and 3 to get a daily power back?

What are you trying to accomplish with these rules? Is the party undermanned or something?

Personally, I don't like rules that use healing surges for things other than healing. It feels like I am hurting myself. (I have scary flashbacks to the Star Wars Revised Core Rules, where activating your Force powers cost hit points.) Isn't the main goal of combat to kill the other guy without taking damage yourself? The mental calculation involved in trading health for attack is difficult ("Is the damage I deal to my self to kill that guy, less than the damage that guy might inflict?").
