How Do Metamagic Rods Work For Preparation Spellcasters?

Such a mechanic (metamagic enchancement fading) or a restriction (only usable at spell preparation) is, to me, <em>obviously</em> not what metamagic rods are for.</p><p></p><p></p><p>I can only view it as having increased complexity.
