The fighter should have at least 20 HP, so the bear does not have twice as much. The bear also lacks actions surge and a fighting style, and can’t cast spells while a bear so the Spellcasting isn’t really relevant, so again it’s one level away from the fighter handily winning a combat front-liner competition.   But to answer your question, no.
