How do you handle the military?

The most common of those would be fighters and rogues. There is only about one wizard OR sorcerer, maybe a druid, and about a cleric and a half, for about 1,000 people. Not to mention there being strict legal injunctions on magic (no fireballs in public places). But I'm not sure what role spellcasters would play in my military.
