Kill them. Mercilessly. Have their enemies use tactics and rules knowledge to an extreme. Create opponents that flaunt the rules you want to focus on. Smart enemies breed one of two things: 1. Dead PC's. 2. Smarter Players. If you have a pool of 30 players, you have plenty of space to run a rules smart game where not knowing the rules and not bothering to read things like spell descriptions can get you killed. Whip out the fun rules. Send up a guy who sunders every weapon he can swing at. Back him up with a buddy who wants to Bull Rush and another who wants to Grapple. Add in another guy who likes to Trip. Fire on them with some weenie archers who have cover and concealment (behind a half wall covered in brush). Send a mage against their mage with an exact spell match and try to counterspell everything their mage casts. Do the same for the cleric. Use flanking and sneak attack to your advantage. Abuse your knowledge of the rules. Be willing to take down PC's to the point of a TPK. It'll start to sink in. If you are not the DM abuse your knowledge anyway. That's how my group learned 3E. A few of us are rules freaks so we would go into each session looking for an opportunity to test a new rule and find the advantages/disadvantes inherent to it. Sometimes to the DM's dismay. You can do the same and get a lot done.
