We all have biases and making conscious decisions in advance tend to mitigate those biases. One GM may go over the top and wind up with every hamlet having a 6th level priest while another may knee-jerk say no to things and wind up with a Metropolis without a 2nd level wizard.</p></blockquote><p></p>
