Sorry, my question was actually meant to be, how do the beings that get compressed acttack out of the area. For example, you compress 100 sq. ft. of people and swing a sword at them. None of them dies and they now want to attack back. What rules do they have to follow?

That will go a long way towards seeing the power level of the item. If they can't attack back, the item is much more valuable.

Ok, just talked to the Dm. All you see is blurred colours in and out of the area. 50% miss chance in and out. People are flat footed by attacks. People against the wall can attack the equivelent square out of the area.

Sounds pretty nice to me. Also, how long does the effect last, and can you use it then leave with the artifact, trapping the occupants (even temporarily)?

I have no idea if there is a duration. Plus, the people can walk in or out freely

After more information, and thank you for that. I understand how hard it is when you ar enot actually the creator of such an item. I think this should be priced around 500,000 gp. Hopefully, ELH will have really good rules on pricing such odd artifacts in that book.
