How much would this item cost?

It's a Horn of Striding and Springing. To activate, you blow the horn. Effect: Everyone within 30 ft. must make a Will save or begin leaping about uncontrollably for the next 2d4 rounds. It can be used 1/day.

Here's my guess as to its value: use-activated, 1/day, 4th level spell, 7th caster level: 4x7x2000 /5 = 10,080 gp.

Just make it a horn of irresistable dance, or the jumpin gand leaping has the same result mechanically as irresistable dance. No jumping off a cliff or questionable side-effects like that.

The subject feels an undeniable urge to dance and begins doing so, complete with foot shuffling and tapping. The spell effect makes it impossible for the subject to do anything other than caper and prance in place. The effect imposes a -4 penalty to Armor Class and a -10 penalty on Reflex saves, and it negates any AC bonus granted by a shield the target holds. The dancing subject provokes attacks of opportunity each round on its turn.

Assuming a lvl15 wizard is making it...
8 × 15 × 2,000 gp = 240kgp

now, irresistable dance only affects one touched creature and you are changing it to area of effect (much better) but requires a will save, and lasts twice as long. I'd at least double the value if you keep it area effect.

I'm no expert but the prce looks OK to me. Why is a horn that cast hideous laughter called a 'horn of striding and springing' though?

Because the effect was changed and the name was not...yet.
What would you recommend naming the horn of hideous laughter?

Please allow me to propose the name...Wacky Sax.

I don't know what your intent for this item is. If you intend them to jump around for awhile so you can run away, then it seems like a decent item, possibly 1d4 rounds rather than 2d4?
On the other hand, if your intent is to have them jump around, and be vulnerable, which I think is your purpose, I wouldn't allow it for 10,800gp. It'd be a slaughter of an army if you had one.
---Off the top of my head I can't think of a good spell to use, best I could suggest is Reverse Gravity, and I believe that is a 7th level spell.

Hideous laughter as a spell that affects an area is already powerful. Mass hideous laughter is similar to a mass hold monster, because the targets of the spell can not attack, cast spells, move, etc... The only difference is that the enemy can use a coup de grace on a person affected by a mass hold monster spell.
