How to fight a wraith outbreak?

From a setting POV, it seems to me that wraiths are the absolutely scariest monsters in the book since they can multiply so rapidly. Everyone they kill rises up as a new wraith to enlarge their forces - and if they got loose in a major city, they will quickly overwhelm all resistance. But if wraiths are known to exist, then surely the various governments of the world would have some plans for such an outbreak. And that's what I need to figure out for Urbis.

So, how would governments in your world deal with a wraith outbreak?

In Urbis, I will likely make wraiths the equivalent of suitcase nukes, of the "kills people but leaves buildings standing" variety. Furthermore, wraiths rapidly weaken and vanish over the course of days if they have no one to feed on, or else they would quickly overwhelm the world. Rituals that summon or create them are known, but owning such rituals will get you into the bad books of any government like little else - they will see this as a major threat to their realm and will likely execute you and then scatter the ashes just to be sure.

One way authorities could slow down a wraith outbreak would be by creating Magic Circles at public places:

"If you hear the warning signal, run to the circle closest to you, and wait for help to arrive."

(And hope that you won't starve to death until then. And that the magic circle hasn't been damaged by vandals. And that no wraith too strong for your circle arrives and pushes through it.)

Cities would probably have regular drills for this kind of emergency...

Using raw salt to create lines of protection that undead cannot cross. Doesn't work when mixed with mortar and brick - it must be an unbroken line. This is usually done at city limits.

Problem comes when one originates inside the circle. At which point it's "Get the hell out of dodge and yell for a cleric".

This would have to be from a government with a lot of resources I think but I envision a mad plan to create a "divine" bomb by using a device to tear a whole into a realm of positive energy and flooding the surrounding area in an attempted mass turning of collossal proportions. Of course the device hasnt' be tested yet. God only knows what the potential side effects are, unleashing that much radient energy. Whatever the after effects I'm sure it'll be interesting.

I would counter with the construction of a Comsat Station coupled with Goliaths.

;)

Heh, sorry. Been watching the MSL, OSL and Starleague Playoffs recently.
