From a setting POV, it seems to me that wraiths are the absolutely scariest monsters in the book since they can multiply so rapidly. Everyone they kill rises up as a new wraith to enlarge their forces - and if they got loose in a major city, they will quickly overwhelm all resistance. But if wraiths are known to exist, then surely the various governments of the world would have some plans for such an outbreak. And that's what I need to figure out for Urbis.
So, how would governments in your world deal with a wraith outbreak?
In Urbis, I will likely make wraiths the equivalent of suitcase nukes, of the "kills people but leaves buildings standing" variety. Furthermore, wraiths rapidly weaken and vanish over the course of days if they have no one to feed on, or else they would quickly overwhelm the world. Rituals that summon or create them are known, but owning such rituals will get you into the bad books of any government like little else - they will see this as a major threat to their realm and will likely execute you and then scatter the ashes just to be sure.
