Targeting legitimate targets with discretion.The goal isn't (or shouldn't be) to terrorize the population at large, but rather to visit punishment on the unredeemable, liberate the innocent, and start a popular movement to eradicate the indefensibly EVIL institution of slavery. Ideally, the population at large will sympathise with the activities in question.That's a PR issue. One worth spending some time on. The 'entire county' loves and sympathizes with slavers?
