Incite numerous conflicts on Gaia, drawing Bureau resources off Terra. Then have allies sever the connection.</p><p></p><p>Step 6 - Keep tabs on remaining Bureau agents on Terra. Eliminate them or their support structure, if possible. Meanwhile, have my proteges ingratiate themselves into government and politics. Over the course of a few months, they'll achieve close friendships with world leaders.</p><p></p><p>Step 7+ - Ultimately someone will try to muck this up. Must plan contingencies at this point.
