Yeah, I was going to mention City State of Tyr for Dark Sun as well. That's pretty good and is easily ported into a non-DS setting. For the same setting: The Ivory Triangle is a 2e boxed set that details the cities of Gulg and Nibenay (the former is a forest-city ruled by an allegedly benevolent despotic forest goddess and the other is a decadent city with powerful nobles, merchant houses and an enigmatic sorcerer-king often rumoured to be dead). City State of Draj is a free download (http://www.athas.org/releases/csod/CSoD.pdf) covering a meso-American inspired city-state strong on militaristic life. City by the Silt Sea does indeed cover a ruined city, which might not be of much use to you, but it also features a couple of really unusual subterranean cities beneath the ruins that make for great "realms below". The 2e Greyhawk product Fate of Istus gives brief details on a whole bunch of Greyhawk cities, tied to adventures. The city details are kinda sketchy, but there are maps. In a similar vein, the 2e hardback Forgotten Realms Adventures covers lots of cities of the Realms in double-page spreads with maps, NPCs, locations, hooks etc. Easily divorced from the Realms, these writeups are jam packed with details and worth a look. I've lifted several of these for homebrews over the years.
