It's not just a damage bonus, it also involves Bluff, Listen, Sense Motive, Spot, and Tracking, it is indicative of dedication and training that is beyond the general populace of an area IMHO. Even with that reservation I love how you organized the geography and Regional flavors, I would love to see a political structure section added to the Nations and Societies section... like "Singh is a Theocracy based on the worship and church structure of the Asuran church..."
