It seems to me that it's the love between Neo and Trinity that makes him (them?) the one. Love (a kiss) returns Neo to life... his "next life", as the one. In the second movie, his love for Trinity is both his great strength and his great weakness. That's why I originally thought of the Matrix as a fairtale; it is Neo's journey of self-discovery (down the rabbit hole!) which ends up in him finding true love and, in the process, his true self.
