Which implied we're talking the same strength range.  Ogres wielding weapons got that extra +2 to hit (leaders and chiefs +3 and +4) in addition to their functional +5 (compared to a 1st level character) from HD, which was an abstraction subsuming skill as well as physical power and size.  They did get shorted on damage, as did nearly all monsters in 1E, though a few got extra dice (like giants).  I think it's less "Ogres didn't even have 18/100 Strength" and more "monsters didn't get the same strength benefits of PCs and had their great strength represented differently, but they appear to have been intended to be about that strong".</p></blockquote><p></p>
