At the time of this shot, you are still a bit too far off to attack (the grey line is 150 feet long and is just too short for the nearest goblin). Goblins haven't noticed you at all. The river and burning building are both too loud from where they are to hear the oars, and the boat is in darkness, outside of darkvision range.
