It's hinted, but never stated overtly, that an individual in town has been maintaining this effect for over a century, as he intends to keep the town populated, and the townsfolk blissfully unaware, at least until such a time as *he* needs vast quantities of sacrifices...</p><p></p><p>Vampires would be out of line for such a low level party, perhaps, but the secret master being a necromancer, 'growing his own' future minions, or a fiend, raising up entire generations of humans under a false faith, so that she can harvest their souls when they die, or some other malevolent creature (or person), make for possible options. An enchanter who has fashioned an entire town full of 'drones' that he uses for other secret purposes?</p><p></p><p>One strange take on this would be for some of the townsfolk having 'broken free' only because the person who was holding it all together has left. Perhaps the village was just a 'test run,' to see how effectively the mastermind could control / manipulate / manage an entire community, and after a few decades (or centuries?) of such micromanaging, the mastermind is now confident enough to take this show on the road, and the adventurers will deal with all of the strangeness coming to term around their home village, discover the larger world, and finally make it to a PoL kingdom, only to discover that the inhabitants of that kingdom have the same glassy-eyed easy acceptance that the villagers used to have...</p><p></p><p>Their former secret controller has moved on to the big time!
