Ideas for a powerful wizard and dragon?

I'm getting ready to run a new campaign I've worked up, but need a bit of help designing two of the main antagonists.

One's essentially a power-mad wizard intent on releasing an ancient banished dragon-entity to help him conquer the world. He has revived an old cult that was devoted to this very thing, but had been defeated by a group of wizards determined to keep this very thing from happening. I'm unsure whether to make the wizard just a pure wizard, or if some prestige classes could help the concept fit the game mechanics. He'll probably end up being somewhere around 20th level.

The other is the dragon. I'm currently leaning towards a Tarterian dragon from the Draconomicon, but would like to tweak it a little bit.

Any help with either would be much appreciated :)

What type of dragon do you want? The "Ruleing world by surpressing mankind" or the "Form his own world without humans so kill them all"? If it is the last one consider a pyroclastic dragon, the breath weapon is just scary.

As for the wizard I can't offer much advise. Necromancer/lichs are imo overused. Conjurer might fit with the freeing the dragon part, but is not stylish for a powerhungry one.
 

Mm well mulling it over, I'd make him a specialist, (conjurer), and give him archmage levels. Reason for it? Makes him limited in some areas (probably take off Enchantment and Illusions), but still powerful enough to warrant his wanting the Tartian Dragon.

As for the Dragon hell make him/her a Dragon Ascendent. They ROCK!
