The other side effect of leveling Backgrounds would be peeps often choosing a Background if it gives access to a really nice ability at later levels - this is bad enough with some of the SoW Backgrounds atm, and I think it would increase the trend if Backgrounds have more options.</p></blockquote><p></p>
