The main thing is to just compare the effects of the ritual they (or you) create and compare it against rituals in the game already. My best suggestion would be, come up with the effect you want to have happen, then go to established rituals and compare the effect. Once you find a ritual that's similar in power, set the level and cost based on that ritual. If it's a totally radical effect, use your best judgment as a DM and make sure you explain to the player that it may need to be changed if it becomes a problem.</blockquote>
