Yes. Otherwise the Elemental Evil storyline and PotA are the exact same thing, which makes no sense. One needs to be part of the other.

My guess is the adventure itself will be only PotA and "Elemental Evil" will be the brand they'll use for the greater multimedia event- Neverwinter's new module, comics, minis, etc

In that case they may as well just use the one brand name. You don't dilute a brand like that for no reason - if you use two names, you have a good solid reason to do so.
