I just have the rest of the world as competent as well. Where players characters start off at hit die 1 (as I use a level system in my game), most commoner NPCs will vary between hit die 1-6. The average might be around 3-4 for people in their late 20s. They have a lot of experience, and are very good at their trade. The PCs will start off competent, they just will not be experienced yet.
