At the time I remember a player complaining about how munchkin it was for PCs to try to sneak a ballista into a dungeon and sneak attack a dragon with it literally hours after reading the Black Company staging an ambush that involved sneak attacking a powerful critter with a ballista at point blank range.</p><p> </p><p>“Cheating” rather than “war” captures most of the intended meaning, but not really the emphasis on strategy/logistics over tactics.</p><p> [MENTION=22779]Hussar[/MENTION] As far as the randomness goes, I think that’s really helpful in encouraging CaW (just like I find 1ed-style spell descriptions much more helpful than 0ed or 4ed ones) but not strictly necessary. You could approach a completely scripted series of encounters with a Black Company style mindset.
