The device cost at uncommon item level, arrows at maybe 20gp. </p><p></p><p> I’d rather stick with what I described. Limited flight isn’t that powerful. I’d call it an uncommon magic item that gives 60ft fly speed with some restrictions. 1/day Jump cast. </p><p></p><p></p><p> I could get behind a minor flashbang like that, for sure.
