Ioun Stones: Orange Prism

Okay, the Orange Prism Ioun Stone grants "+1 Caster Level" with no further description. It costs 30K.

Is the intent that this is +1 effective caster level, which means that it increases all level dependent effects of spells but does not increase spells per day, or is this meant to really be another "proper" caster level, meaing that a 14th level wizard with this ioun stone will have spells per day and of the spell levels as a 15th level wizard?

+1 caster level for anything that checks your caster level.. so spell penetration, spell duration, etc.

It does not give you extra spells per day nor allow you to cast higher level spells. Those things are not dependent on caster level, they are determined by class which tends to 'also' give caster level

note that prcs say things like, '+1 level of existing class' and the like when they give out actual extra spellcasting power.
