The total cost in your case would be 20+20=40 ppts. </p><p>It's expensive, but roughly comparable to the cost of industrialization.</p><p></p><p>You can concentrate your industrialization in any territory you want. However, you need sufficient population in the territory in question to avoid having redundant industrial capacity.
