A villian doenst have a level. Instead, he has a Challenge Rating, just like a monster."</p><p>Mastering Iron Heroes Page 17</p><p></p><p></p><p>It is obvious that the book shows a very clear predilection towards heavy restriction of magical items, infact it is so strongly worded in the book it is nearly a mandate. Even if there were every bit as much magical activity (being cast by the PC's) as there would be in a traditional D&D campaign (which there would not be, as only 1 PC class in IH can use it, whereas MOST D&D classes have access to magic) it would still be considered a low magic world by any traditional D&D standards.</p></blockquote><p></p>
