I'd make the skill requirement no higher than 4 ranks - otherwise the average modern teenager couldn't ride a bicycle.

The general rule would be that the 'vehicle' would be governed by the Balance skill.

I would say surfboards give you a bonus on swim checks when you paddle out, then you use a balance check to ride them into shore on a wave.

Iceskates and skis give you a speed bonus on the appropriate terrain but you have to make a balance check periodically.

I am thinking each one would also have a perform skill that would improve their use...
