Is it okay to alter someone else's OGC?

When using OGC from another source in a book, so long as you reprint their Section 15 in yours, is it okay to alter their OGC?

For example, if someone writes a feat, and I want to reuse it but tweak the bonuses slightly, is that fine? Or (for a more out there example) if someone writes a brief deity description that is OGC, and I want to revise/expand it in my book, is that allowed?

Just wanted to be sure about some things ahead of time. Thanks.

Christina beat me to it, but yes. My time travel book Temporality took a heap of OGC and tweaked to fit the book's vision.
 

Just wanted to add that you can't change things in a way that's based on closed content. So, for example, it wouldn't be wise to expand that deity entry to include talk of the relations to the deity's brother if the fact that they are brothers and so on isn't released as OGC.

Trivial, but frankly so was the question so I thought I'd mention it.
 

I have a tendency to "edit" a lot of outside OGC that I use. Heck, I even cite sources in my section 15 for things you wouldn't even recognize if you put my mechanics next to the source. It is acceptable and common.
