If somebody wants to get into the setting, they can still read the Inner Sea World Guide and be 99% up to speed. The Realms is only like that when a new edition comes out and you're given a snapshot of how things are right at this point in time - it's tougher for newbies to catch up because the novels and adventures are constantly changing the setting.
