Is Power Attack balanced?

Unlimited advancement and the double bonus for weapons that are already unbalanced seems seem a little "extra" when compared to combat expertise or toughness or other things.

Considering that it is not always a prudent option, I'd say "yes." But I think it might be more balanced if it went Power Attack -> Superior Power Attack, in the way Combat Expertise does.
 

3.0 was balanced. A good one:one trade off for everyone.

With 3.5 the stupid idea of not allowing light weapons to power attack and giving 2H weapons x2 was just ridiculous. It causes a whole host of problems like animated shields, and characters that are glass cannons, plus all the focus on touch attacks like wraithstrike and Bo9S touch attack manouvers.

It is a change I never made from 3.0
 

too strong. The original plan of x1.5 for power attack with a 2 handed weapon was a better idea. But sadly wotc felt that math was too hard.

The REAL problem is anything that can double an attack's damage or allow an attack as a touch attack.

Eh, there is one Bo9S touch attack maneuver that I'm aware of (emerald razor). It's good but not that great, since you only get the one attack. The thing about wraithstrike is that it lasts for a full round, so you can get off iterative attacks with it.
 

The Psionic touch attack feat (Deep Impact) is similarly limited to at most once per round. Like the ToB maneuver, it's nice, but not game-changing like wraithstrike.

Actually, Deep Impact _is_ game-changing in conjunction with ToB, unlike emerald razor. This is because emerald razor is a strike and thus can't be combined with other strikes or special attacks (eg Spirited Charge + smite). There's no similar limitation on Deep Impact.

That's true. I'm considering them in isolation from each other, and comparing them to wraithstrike from that context.

Power Attack + Deep Impact + Diamond Nightmare Blade would be just about as bad as wraithstrike, I'd wager.
